求救！Paypal 捆绑失败 代码8017

添加Paypal在确认支付后出现

Unable to complete your request
The reward method you chose is not authorized. Please use another reward method to request your cashback reward. If you get this message multiple times, contact customer support. Message 8017

我的Paypal是美国的 而且已经过认证 也捆绑了两张信用卡（都是国际卡）
Paypal的基本信息也与live的相符


但就是死活不给加呀啊啊啊！！！

哪位大神能帮个忙！！！
