if you have a banned console you can check by going to Xbox Live website and clicking "request a repair" under your registered consoles list. If it's banned, you will get redirected to a page with an error saying this service isn't available or something along the lines.

意思是说
1.先上XBOX LIVE 网站，然后---support---check repair status 然后填表申请..如果到最后没报错的话，就证明没BAN，但是如果提示service isn't available 那就是ban了..
2.自己测试了看下，xbox live香港没有那一项，但是美国那边有...

有心人可以试试，我自己随便填了下貌似没报错... .
