Listen what I did and got him spawn with the first try.Do what the steps say.
Steps:
1. Go to the area at the south east of your map where there's a bank, a blacksmith and a doctor and in the middle of this square there's a tree with with burnt things around it.

2.Next withdraw your money from the bank if you have any to withdraw

3.Then enter the arsenal district from the gate near to the tree and walk a few meters and when the area with the tree is not shown at your mini map stop.

4.Wait there until you get the bank deposit without having your camera facing the gate (which means that your camera must face at ezio's face)
5.When you get the bank deposit immediately run to the tree area and you should have your tax collector spawned.

6.When you see him chase him and hook sweep him or grab him or kill him and you'll get the trophy!!

NOTE THAT IF YOU KILL HIM YOU'LL HAVE TO LOOT HIS BODY IN ORDER TO GET THE MONEY AND ALSO YOUR TEMPLAR AWARENESS WILL RAISE TO FULL!!
