We have recently upgraded the system to enforce the access controls more rigorously:

If you do not see your name on Identified User line, wait a few minutes and try again. If it stays the same, log off from workstation and login again. The system will recognize the logged-in user within 15 minutes.
If the Identified User is the correct logged-in user and you see Restricted in Reason for block (above), it means this account does not have full Internet access; and you may only visit Trusted Sites. You will no longer be prompted to enter a different userid.
https traffic is now subject to same access controls as http.
Contact GSD and ask for Internet/Firewall support if you are blocked from a page which, based on your account's access level, should be available to you.
