AC4: LEGACY OF HEROES UNIVERSE OVERVIEW
In Namco's "Ace Combat 4" (released 2001) we learn from the opening video sequence that the STONEHENGE cannon was developed to stop the Ulysses 1994XF04 asteroid from impacting the earth. We can assume that the cannon was partially successful in preventing total planetary extinction, however the cannon failed to comprehensively destroy the asteriod. On July 8, 1999, Ulysses passes the Roche limit and shatters into a thousand fragments, resulting in the death of 500,000 persons and the destruction of close to 1/3rd of the Earth's surface. The resulting collateral damage causes a global economic catastrophe for four primary reasons, ranked from least to greatest:
1. The developers of the STONEHENGE cannon - the world's most expansive and expensive project yet - incurred significant international financial debt in the accelerated research, development, and procurement of the STONEHENGE technology;
2. The widespread destruction of STONEHENGE participatory nations (particularly Erusea) following the asteroid impact(s) forces a default on loans;
3. STONEHENGE international fianciers refuse to forgive debt;
4. The widescale collateral damage to agri***ure, financial infrastructure (banks, bank accounts, ownership records), technological infrastructure (including and not limited to communications sattelites, transmission towers, factories, etc.) and political infrastructure results in a crash of most major economies. Despotic regimes such as Erusea are hit the hardest. (18 months of combined GDP for the entire Usean Continent.)
These four contributing circumstances lead to a war known as the "Continental War" which occurs between 2003 and 2005. This is the basis for our storyline.
HISTORY OF THE WAR
Ulysses
In 1994, Erusean scientists detected the Ulysses XF041994 asteroid and determined that the asteroid had a 92% probability of impacting earth within the next ten years. Erusea, a leader in rail gun technology - having developed smaller scale naval versions for their fleet - proposes the development of a planetary defense array tentatively called 'STONEHENGE' to prevent planetfall of the asteroid. While Erusea does not have the financial resources to develop STONEHENGE, G-3 (Group of Three) - the three richest nations in the world, including the Usean United States - offer to provide financial support in exchange for sub-contracting rights to systems integration.
The International Space Defense Gun Consortium (ISDGC) is formed in December 1995, headquarted in the politically neutral city-state of San Salvacion. Work on the STONEHENGE system begins in March 1996, and total research, development costs for the winning design bid is priced at $8.5 trillion dollars.
In October 1998 STONEHENGE achieves initial operational capability (IOC) and proves effective in both computer simulations and field exercises against simulated targets. The project is hailed a success, and by July 1999 as XF041994 nears Earth, the world waits in anticipation of STONEHENGE's results.
On July 8, 1999, STONEHENGE engages Ulysses as it passes the Roche limit and shattering it into a thousand fragments, resulting in the death of 500,000 persons and 1/3rd of the planet's surface. Planetary extinction is averted, but serious global economic and political consequences remain. Most severely affected is the Free Erusean Republic, both from damage from falling fragments and debt resulting from the development of STONEHENGE.
In early 2000, Erusea and other members of the International Space Defense Gun Consortium (ISDGC) approach the G-3 requesting that the STONEHENGE development debt be forgiven. The G-3, at the veto of the Usean United States, refuses.
By mid-2002 the Free Erusean Republic, led by the ruling Shah al-Jabbar is faced with internal economic crisis and rising public unrest. The Shah is faced with a coup d'etat if economic recovery measures are not implemented immediately.
In late 2002 the Shah and most of the Erusean command staff secretly begin planning for OP-PLAN ORANGE, the full-scale invasion of the Salvacion Emirates, a state with nearly 15% of the world's reserves of gold bullion and host of the STONEHENGE facility. The plan: to sieze financial assets in San Salvacion, and to capture the STONEHENGE facility for use in a massive continental campaign against the G-3 nations, all of whom are on the Usean continent.
Negotiations with the G-3 over the next few months are superficial and prove largely unsuccessful, and by February 2003, plans to invade San Salvacion by the summer are finalized.
On the morning of August 2, 2003, the Free Erusean Republic invades San Salvacion with a force of two airborne rapid-deployment infantry divisions, three mechanized infantry divisions, and one *** division. The elite 'Salvacion Guard' while well-trained is poorly equipped and is defeated in less than three hours. Helicopter-transported commandos also attack the STONEHENGE facility and reprogram the defensive grid to engage and attack atmospheric targets. By 1700 hours Usea Standard Time, San Salvacion and the STONEHENGE cannon are under the control of the Erusean Army. Some 4,000 G-3 citizens living in San Salvacion's International Settlement are also now prisoners of Erusea.
Usea Responds
The G-3 council goes into emergency session following the unilateral invasion and capture of San Salvacion. Erusea is issued an ultimatum by 0300 hours the next day: al-Jabbar is to withdraw from San Salvacion no later than 1200 hours, August 10, 2003 or face military retaliation. The deadline passes and Erusean forces remain in control of San Salvacion.
The G-3 immediately forms a military coalition to eject al-Jabbar from San Salvacion. The G-3 forms a special security force from the Usean Treaty Organization (UATO) specifically for the purpose of removing Erusean forces, and names the organization the Independent State Allied Forces (ISAF).
On August 25, 2003 ISAF forces launch a massive airstrike against San Salvacion and the STONEHENGE facility, but are entirely unsuccessful due to the reprogramming of the gun array as an anti-aircraft weapon.
Erusean forces respond with a massive military deployment across the continent and use STONEHENGE to create air superiority over more than 80% of the Usean continent. By September 2003 Erusea's area of military control extends from Farbanti in the west to the outskirts of St. Ark in the east. Only the Usean United States - based in the Northpoint archipelago - escapes annihilation. ISAF forces are forced to withdraw to Northpoint.
The ISAF Reconquista
After withdrawing from the Usean continent, ISAF leaders develop a plan for a reconquest of the entire mainland codenamed OPERATION: BUNKER SHOT. On January 25, 2005 the ISAF launches a massive invasion at the southeastern tip of the Usean continent. While losses are greivously high, the ISAF gains a foothold on the continent and quickly liberates the embattled G-3 nations. On March 2, 2005, ISAF air forces utlize special tactics gained from Erusean defectors to destroy STONEHENGE, and quickly topple both the initative and the momentum of the Erusean military. By mid-August 2005, all major offensive operations by Erusean forces terminate and transition to purely defensive operations against the ISAF.
By September 19, 2005, the ISAF captures the Erusean capital of Farbanti. The Shah al-Jabbar is killed in the invasion, and Erusea unconditonally accepts the ISAF terms of surrender.
Uprising
Following the fall of Farbanti, ultra-nationalistic remnants of the Shah's regime flee to a small artificial island in the Farbanti Sea called "MEGALITH" - the site of a massive surface-to-surface/surface-to-air ballistic missile launch facility. On September 26 a group of young Erusian officers prepare to launch a nuclear strike against the G-3 nations but are unsuccessful when an ISAF special operations unit destroys the facility. Erusea is left in shambles, and her economy is left ravaged by war.
With the war won, the G-3 disbands the ISAF and declares an "official end to hostilities" on March 15, 2006. The prospect of implementing democratic government and provisional authority is left in the hands of the Usean United States.
By June of 2006, however, a popular Erusian citizens uprising begins against occupying Usean United States forces. Erusea is split into two nations as a result of the civil unrest: North Erusea, dominated by the largely Shi'ite Muslims, and South Erusea, controlled by Sunni Muslims.
Usean United States provisional authority troops suffer heavy casualties between June 2006 and February 2007, and initate a withdrawal by March 2007. The two new states of North and South Erusea remain to this day.
AFTERMATH and METHODOLOGY
My storyline spans from late 1997 to the year 2025, covering everything from the Continental War (2003-2005) to the new conflicts and post-war world afterwards. The story closely follows the life of a colonel and his rise to glory. It is a story of love, hate, war, death, and music; it is an epic of humanity admidst change.

Summary:
The Group of Three (G-3) is an economic council consisting of the three richest First World regimes, all of which are located on the Usean Continent. The Usean United States is the largest and most powerful member of the G-3.
International Space Defense Gun Consortium (ISDGC)
Type: Intergovernmental Organization (IGO).
Headquarters: San Salvacion.
Effective timeline: 1995-2003.
Summary:
The neutral, international scientific organization formed in 1995 to develop, construct, and operate the STONEHENGE array. The ISDGC consists of many nations but is spearheaded by the Free Erusea Republic. ISDGC nations incur significant debt as a result of the STONEHENGE project, leading in part to Erusea's invasion of San Salvacion. The ISDGC is disbanded after Erusea invades San Salvacion.
Military Alliances
Usean Treaty Organization (UATO)
Type: Intergovernmental Organization (IGO) / Military alliance.

Effective timeline: 1949-Present.
Summary:
The UATO is the official collective security apparatus of the G-3 nations. Founded in 1949, the UATO is a loosely organized alliance whose G-3 members frequently disagree over matters of policy. Unlike the Farbanti Pact, UATO nations do not use standardized weapon systems. The UATO forms the Independent State Allied Forces (ISAF) as a temporary 'task force' to eject Erusea from San Salvacion in 2002.
Independent State Allied Forces (ISAF)
Type: Intergovernmental Organization (IGO) / Military alliance.
Headquarters: Northpoint, D.C.
Effective timeline: 2003-2005.
Summary:
The ISAF is a subservient arm of UATO, formed temporarily as a "coalition of the willing" to eject Erusea from San Salvacion. ISAF consists of the three G-3 nations, hence the three arrowhead logo seen on the flag.
During the Continental War, ISAF's VF-118 Mobius Squadron gains accolades for its destruction of STONEHENGE and later the downing of Yellow Squadron over Farbanti.
The ISAF was disbanded in 2005.
Farbanti Pact
Type: Intergovernmental Organization (IGO) / Military alliance.
Headquarters: Farbanti, Erusea.
Effective timeline: 2003-2005.
Summary:
ISDGC members sympathetic to Erusea form an opposing military alliance in response to the G-3's Independent State Allied Forces (ISAF) named the Farbanti Pact. The Farbanti Pact is a massive military alliance of Second World countries and Erusean client states employing identical equipment and armnaments. The Farbanti Pact is disbanded at the signing of the Farbanti Peace Accord following the defeat of Erusea in September 2005.

Erusean Aerospace Affiliates (EASA)
Type: Multinational Corporation (MNC) / Non-governmental Organization (NGO).
Headquarters: Farbanti.

Summary:
EASA is the largest defense aerospace firm in the world, having been formed as a result of a 1991 merger between Farbanti Space Systems, Sukhoi, Mikoyan, Yakolev, and Republic Aerospace. EASA exports are found in most major militaries across the world, with such designs as the MiG-29, MiG-31, and the notorious Su-37 Super Flanker of "Yellow Squadron" fame.
EASA is also the primary developer of the switchblade X-02 prototype stealth fighter. In 2004, ISAF operatives in conjuction with VF-118 "Mobius Squadron" infiltrated the Erusean test and development base at Comberth Harbor and stole one of only two EASA X-02 prototypes. The ISAF X-02A is an unlicensed, reverse-engineered 'clone' of the EASA prototype.
Neucom, LTD
Type: Multinational Corporation (MNC) / Non-governmental Organization (NGO).
Headquarters: Neucom Island, St. Ark
Effective timeline: 1986-Present
Summary:
Neucom is the most technologically advanced Usean aerospace defense firm, with corporate headquarters located on an artificial island offshore from St. Ark, and numerous other locations around the world. Neucom was the primary sub-contractor for the STONEHENGE project's complicated fiber-optic control system.
Neucom also operates an on-demand 'aerospace security service' called 'Neuwerks' which is, for all practical intents and purposes, a mercenary organization. Neuwerks is most famous for their role in quelling the NAP-2700 military uprising in 1996 via the Pheonix Squadron.
Neucom is the primary producer of the F-15 MTS/ACTIVE aircraft and the Quick Air to Air Missile (QAAM) employed by the ISAF.
General Resource LTD

Summary:
General Resource is the largest company in the world, with diversified interests including biotechnology, consumer goods, defense, and e-commerce. General Resource developed the successor to the Internet, better known as the Electrosphere.
General Resource's massive scale is reflected in the fact that it fields its own private 'corporate air force' - the General Resource Defense Forces - which, unlike Neucom's Neuwerks, is used proactively and unilaterally as a means for protecting General Resource interests.
General Resource aerospace designs are easily found in most of the world's inventories, with such noticeable products as the F-16, F/A-22, and F-117A.

(Quick guide: on the ISAF side, the 'American' aircraft are predominatly operated by the Usean United States, on the Farbanti Pact side, the 'Russian' aircraft are operated by Erusea. Free Erusea Attack Rigs (FEARs)
Sea-based, artificially intelligent attack platforms
The Free Erusea Attack Rigs are instruments that are best described by their acronym - FEAR - they are automated robot defense platforms designed to strike terror in the heart of anyone who attempts to enter the Erusean dominion from the eastern approaches.
The Usean Sea - a long, narrow sea stretching from the North Sea to the tropical Comona Islands - conceals a seemingly infinite network of underwater oil deposits that pre-war Neucom corporation exploited via the use of off-shore oil platforms. Completely automated and serviced by highly sophisticated Neucom computers, these off-shore oil rigs have been converted by Erusea into perimeter security platforms, fully equipped with armored robot-controlled sentry guns and missile launchers. The comprehensive coverage of the FEARs makes both aerial and oceanic approach to the eastern Usea approaches impossible. If ISAF is to launch a landing attack against Erusean-occupied Usea, it may be neccessary to sail several thousand miles to the south.
STONEHENGE Cannon Array
Electromagnetic Kinetic Kill Cannons
Initially designed in 1996 to engage the XF041994 Ulysess asteroid, the Eruseans in typical fashion have modified the peaceful design into a system of terror: the ISDGC's brainchild has been perverted into a massive aerial defense gun capable of shooting down anything within 2,000 nautical miles of its central cannon array.
Neucom's thirteen geostationary Joint Tactical Space Tracking and Targeting (JTST2) satellites provide real-time battlespace tracking and targeting data for the STONEHENGE cannon system, allowing engagement of any aerospace target from the lower atmosphere to the earth's ionosphere. Early ISAF attempts to disable the Neucom-built battlespace management system through retasking and reprogramming of the JTST2 sattelites failed, and Erusea through a combination of the sattelite network and cannon array now successfully dominates the skies over Usea.
The STONEHENGE array consists of eight EASA Mk-01A-STN Electromagnetic Kinetic Kill Cannons capable of firing 16-inch high density (HD) depleted uranium tipped rounds and/or 16-inch tungsten rounds with a 1.5kt General Resource W98 thermonuclear detonator. Typical engagement sequence involves 1.) detection by JTST2 sattelites, 2.) computer-automated targeting and threat assesment, followed by 3.) cannon load-and-launch sequences.
The high-density DU rounds fire at an unimaginable 6.8 x 10^3 m/sec, or roughly Mach 20, designed to shatter an incoming asteroid by utilizing the sheer volume of kinetic energy employed in its flight to the target. The lighter tungsten-tipped thermonuclear rounds are designed as area-affect munitions to vaporize smaller, scattered formations of smaller asteroid fragments. Each Mk-01A-STN is capable of firing either type at a single-shot rate of 1 round every five minutes. In one firing barrage, all eight cannons can fire simultaneously.
Since the tungsten rounds require limited accuracy due to the area effect of the thermonuclear sub-tactical explosives, Erusean gunners have seen extrodinary success using STONEHENGE against ISAF pilots.
It is rumored that only seven of the eight STN arrays are operational, following the initial, failed ISAF raid on the STONEHENGE complex.
Radioactive Wastelands
Ashes of War
Due to STONEHENGE's dominance of most of Usea's skies, Erusea and the Farbanti Pact nations launched with impunity a limited atomic cruise missile strike against the Arcadian Confederacy and the Great Comonan Kingdom in late August 2003. The resulting destruction from the atomic attack has left most of the G-3's finest mainland cities gutted out and abandoned. Hulks of broken skyscrapers shadow most of the empty cities, and wild animals run rampant through the wastelands.
