YOu can do this with Turbo pad by assigning SHOOT to the Turbo function. Then you hold it down and it's like shooting while charging at the same time. Looks really funny though! Love the Wild Stomp in the midst of all that. No HVG fight with that!? Would've made funny viewing!

Maybe it is the right answer.
