To enable just in time (JIT) debugging, the config file for this
application or machine (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

at System.Net.Sockets.Socket.InitializeSockets()

明显是.NET报错后的堆栈信息，重点在第一句，无法初始化Sockets，也就是说无法建立TCPIP的链接，检查网络和当前用户权限就可以，也有可能默认端口被占用？
