They will be removed from your account according to your financial institution.
To be able to make purchases on the United States PlayStation®Store, you will need to create a United States PSN account with a valid U.S.A. billing address and credit/debit card. If you have a ** PSN account, you will need to make the purchases on the PlayStation®Store on the PlayStation®3 system. If you wish to use PlayStation®Network cards, you will need to purchase them in your region. North American PSN cards will not work with a ** region PSN account.

话说，对于一个穷学生来说，$5也算是不小的一笔钱了

国外都这样吧，第一次绑信用卡会自动刷一笔钱，确保你的信用卡可用。过两天钱就退回来了，LZ不用着急

我这是副卡……当初办了是为了在PERSON VUE上报名考试用的
要是买了游戏不把钱还了，让主卡人发现了，不太好交代

还专门发去官方问,官方都是公式回复.....

第一次绑定的时候会扣的,这个只是验证信用卡是否可用..
实际是不会收这个费用的,如果你实在担心的话,拉账单看你就明白了

这是正常的。。。不要担心，另外其实境外消费划不来，不如买psn卡。
