General Fixes And Improvements

Fixed Elevator Action Returns, shooting lights etc now works correctly code via ShmupMAME
Fixed via MAME the rowscrolling on the last level of U.N. Defense Force: Earth Joker
grant2258 fixed an invalid GfxLayout in Donkey Kong
grant2258 fixed sound and cpu comms in Sand Scorpian, this got rid of the slowdown also.
grant2258 backported a priority fix for Black Tiger from later MAME
Fixed Fighters History priority problems in Ryoko's stage
Fixed an issue with colours on the shadow layer eg ship explosions in Storm Blade
Fixed Lethal Enforcers external rowscroll sorts level 2 backgrounds + highscore screen
Fixed the sound from dropping out level 2 onwards in Super Spacefortress Macross II
Fixed problems with the zooming layer in Tecmo World Cup 96, Thrash Rally and Top Players Golf
Fixed background after 3rd stage in Shocking
Added sound sample support for Frogs
Fixed a memory leak which could cause Pacman Arrange to have messed up gfx between levels
Found a better balance between the music, sfx and speech in Hyper Crash
Better balanced the sfx and music for games using the NMK004 sound
Fixed graphical problems on level 5 and after you defeat a boss in GunNail
